The Ipswich and Suffolk Council for Racial Equality (ISCRE) is proud to announce that two of our dedicated team members have been honoured with the Exceptional Partnership Award at the Suffolk Constabulary’s 2025 Exceptional Policing Awards.
This award recognises outstanding collaboration between Suffolk Police and community partners working together to build trust, promote equality, and improve outcomes for all communities across the county.
Celebrating Outstanding Collaboration
Our colleagues, Phanuel Mutumburi and Sharon Lee, were recognised for their exceptional commitment to partnership working with Suffolk Constabulary. Their efforts have been instrumental in strengthening relationships between the police and diverse communities, ensuring that voices often unheard are listened to and acted upon.
The award acknowledges the leadership and development of the Suffolk Police Powers Public Scrutiny Group, working closely with Superintendent Jonathan Chapman
Through this work, ISCRE has continued to play a vital role in developing a policing culture rooted in fairness, inclusion, and mutual respect. The award acknowledges years of consistent dedication to dialogue, problem-solving, and advocacy — all driven by a shared belief that everyone in Suffolk deserves to feel safe, respected, and represented.
“Sharon and Phanuel’s courage, insight and unwavering commitment to justice has helped to transform the approach of Suffolk Police to police powers and public engagement, and in light of their unique impact, we are proud to recognise them for their contribution to the community and to Suffolk Police”, Rachel Kearton, Chief Constable, Suffolk Police
A Testament to Community-Led Change
Receiving the Exceptional Partnership Award is not just a recognition of two individuals, but a celebration of ISCRE’s long-standing mission to promote racial equality and social justice across Suffolk. It highlights the power of partnership between statutory agencies and community organisations in tackling inequality and building lasting trust.
“We are immensely proud of our colleagues and of the relationship we continue to build with Suffolk Constabulary. This award demonstrates what can be achieved when communities and public services work together with respect, openness, and a shared vision for fairness,” said Hamil Clarke, Chair of ISCRE.
ISCRE remains committed to continuing this important partnership work — supporting inclusive policing, empowering communities, and ensuring that equality remains at the heart of Suffolk’s public services.
